Riding a Scooter with Kids in Bali: Rules, Child Helmets & When to Drive

You will see whole families on one scooter in Bali — that doesn’t make it safe or legal.
The rule
Indonesia’s Road Traffic Law (Law No. 22 of 2009) bans motorcycle riders without a sidecar from carrying more than one passenger. One rider, one passenger — children included — and both wear helmets.
Child helmets
Ask for one when you book; not every rental has them. An adult helmet that is too big gives little protection. If needed, buy an SNI-certified child helmet locally.
Seating and routes
A child who can reach the passenger footrests and hold on sits behind the rider — never standing on the floorboard. Long sleeves, closed shoes and legs away from the exhaust. Keep to short, flat rides in Sanur or Nusa Dua and avoid busy main roads.
When to drive instead
With two or more kids, toddlers, trips over 30–45 minutes or in the rainy season, take a family car — self-drive or with a driver. See scooter or car in Bali?
