Bali Car Rental Insurance: Excess, All-Risk vs TLO & What to Ask

Renting a car in Bali is cheap — until a scrape in a tight car park turns into a bill. Understanding how rental car insurance works here, and asking a few questions before you pay, avoids nasty surprises.
How rental car insurance usually works
Many Bali rental cars carry Indonesian vehicle insurance taken out by the owner. Two common types:
- All-risk (comprehensive) — covers partial damage as well as total loss, subject to an excess.
- TLO (Total Loss Only) — only covers theft or damage beyond a high percentage of the car’s value. Ordinary dents and scratches are not covered.
Some smaller rentals have no insurance at all, and the renter is responsible for all damage.
The excess (“own risk”)
Even with all-risk cover, there’s usually an excess per claim — often called “own risk” in Indonesia — that the renter pays. Ask exactly how much it is, and whether minor damage below the excess is charged at a workshop price.

Questions to ask before you pay
- Is the car insured? All-risk or TLO?
- What is the excess I pay per incident?
- What about damage to another vehicle or person (third party)?
- What happens if the car breaks down — replacement car?
- Are there exclusions — off-road, unlicensed driver, alcohol, other drivers?

Does travel insurance help?
Some travel insurance policies include “rental vehicle excess” cover, which reimburses the excess you pay after damage to a rental car. Check your policy for the limit and conditions — it’s usually for cars, not scooters. Medical cover is separate. See travel insurance and scooters.
Licence conditions
Insurance (both the car’s and your travel policy) can be void if the driver isn’t properly licensed. You need your home licence plus an International Driving Permit (car category). See IDP for Bali.
Protect yourself at handover
Film a slow walk-around of the car, every panel, wheels and windscreen, plus the fuel gauge and odometer. Send it to the rental. Our handover checklist covers every step.
If something happens
- Make sure everyone is safe.
- Photograph the scene, damage and any other vehicle and plate.
- Call the rental first — they’ll guide you on the insurance process and police report.
- Don’t agree to large cash payments on the spot without the rental’s advice.
Consider a driver
With a car and driver, the rental and driver are responsible for the vehicle — one less thing to worry about. See car rental with driver.
