Scooter Rental Business Licence in Indonesia (2026): NIB & KBLI
Many Bali scooter rentals start with a few family bikes. Once you have a website, signage and regular customers, being properly licensed matters for trust, villa partnerships, business banking and disputes. This is a practical overview, not legal advice.
Risk-based licensing via OSS
Business licences are issued through OSS (oss.go.id). The current implementing rule is Government Regulation (PP) 28/2025, which replaced PP 5/2021. You choose a KBLI code, OSS assigns a risk level, and low-risk businesses generally only need a NIB (business identification number).
KBLI codes
| Code | Use for |
|---|---|
| 77311 | Rental of land transport other than four-wheel vehicles — includes motorcycles |
| 77100 | Rental of cars, buses, trucks without operator |
A common mistake is registering a scooter rental under 77100. If you rent both scooters and cars, add both codes. Always confirm the current description and risk level in OSS.
Vehicle and operating documents
- Valid STNK registration and paid vehicle tax for every bike.
- Keep BPKB ownership papers safe.
- A written rental agreement — see our scooter rental terms template.
- Vehicle insurance for high-value bikes; check whether the policy allows rental use.
- SNI-certified helmets for rider and passenger.
Foreign owners
Foreigners generally need a foreign-investment company (PT PMA) with its own capital requirements. Speak to a notary or licensing consultant.
Once licensed, show it: list your business on Google Maps and launch a bilingual site on SewaMotorBali.net. For startup costs see starting a scooter rental business in Bali.
